According to the 2019 URA Draft Master Plan, new commercial development in Paya Lebar Central will be able to create more jobs to the surrounding residents. New community civic and cultural centre, and new eldercare facility will be make available for the convenience of its residents as well. New MRT Station at Katong Park, Tanjong Katong, Marine Parade, and Marine Terrace will be competed by 2023 to provide better connectivity. East Coast Park will also undergo series of improvement works to serve its residents better. Future residents of Penrose will be able to enjoy a better living lifestyle from these development.
